That's what I was thinking too, but my brother said the guy who built it told them it was an LT1

Another sign that I call BS, is that the heads are painted black.  On a trick piece like that and the $$$ in chrome, why would someone paint aluminum heads?  Your brother got took sorry to say.  It happens to all of us.  A few years ago, my dad and I got took in a similar matter.  Not knowing much about the 409, we were told that was what was in now my dads 62 Impala SS, but have since found out it is a 348 look alike.

Any dressed up small block is going to be plenty in a rod like that, besides I'm sorts biased toward a good looking "TPI" setup

Didn't save any of the pictures of the car, sorry. He traded a '53 Lincoln for it so don't imagine he got hurt on the deal, it's a good looking T no matter what motor is in it and the pictures from the add showed a garage full of trophies it had supposedly won.
